NACA: The Great Equalizer in Minnesota Homeownership

The Neighborhood Assistance Corporation of America (NACA) is one of the most powerful homeownership programs available in the Twin Cities and across the country. Whether you’re in Saint Paul, Minneapolis, Woodbury, Dakota County, or anywhere else in Minnesota, NACA offers a mortgage product designed to eliminate the financial barriers that prevent families from owning a home.
NACA is not a bank. It is a nonprofit advocacy organization that partners with participating lenders to offer a fixed, below-market mortgage with terms specifically structured to protect the buyer.
I’m not affiliated with NACA, nor do I speak for them. I simply work with NACA buyers because the program gives ordinary Minnesotans—especially first-time buyers and underserved communities—the best shot at stable, long-term homeownership.
A Brief History of NACA
Founded in 1988 by Bruce Marks, NACA emerged as a national leader in fighting predatory lending. The organization built a reputation by taking on discriminatory mortgage practices, negotiating with major banks, and creating accountability structures that forced lenders to offer fair products to communities that had historically been denied them.
Key milestones include:
-
Early 1990s: National campaigns against redlining and abusive lending.
-
2000s: Large-scale foreclosure prevention events during the housing crisis.
-
2010s–Today: Expansion of the NACA Purchase Program to markets like Minneapolis–Saint Paul, delivering one of the strongest affordability mortgages in the country.
Minnesota buyers are often surprised that such a program exists at all. But it does—and it works.

The NACA Home Purchase Program
NACA removes nearly every traditional financial barrier to buying a home. Here’s what makes it stand out in Minnesota’s competitive housing market:
✔ No Down Payment
Whether you’re buying in Farmington, Eagan, Apple Valley, or Saint Paul, you can purchase with 0% down. No FHA requirement. No conventional minimums.
✔ No Closing Costs
NACA prohibits lenders from charging buyer-paid lender fees or junk fees.
✔ No PMI (Private Mortgage Insurance)
No monthly PMI, ever. This alone adds significant buying power.
✔ No Credit Score Requirement
This is one of NACA’s biggest strengths.
They do not base approval on your credit score. Instead, they evaluate your actual payment history and financial behavior.
✔ Below-Market Fixed Interest Rates
NACA rates are typically one percentage point below market.
And here’s the part most people overlook:
Most buyers do not receive the “market rate” on a traditional mortgage—especially buyers with less-than-perfect credit.
Even well-qualified borrowers often pay above the advertised rate. So a guaranteed below-market rate is a massive advantage, especially in a higher-rate environment like Minnesota’s current market.
The Real Math: What a Below-Market Rate Actually Saves You
To demonstrate the impact, here is a comparison using today’s common market rate.
Traditional Mortgage Example
-
Home Price: $300,000
-
Interest Rate: 6.125%
-
Down Payment: 3% ($9,000)
-
Loan Amount: $291,000
Monthly principal & interest: ≈ $1,768
Total interest over 30 years (extra money paid for borrowing money): ≈ $345,000
NACA Mortgage Example
-
Home Price: $300,000
-
Interest Rate: 5.125%
-
Down Payment: $0
-
Loan Amount: $300,000
Monthly principal & interest: ≈ $1,633
Total interest over 30 years: ≈ $287,982
Total Savings With NACA
-
Monthly Savings: ~$135 per month
-
Interest Savings: ≈ $57,000 saved over the life of the loan
-
Plus: $0 down payment and $0 closing costs
Combine that with the absence of PMI, and the savings become even more dramatic. Over time, this program can mean the difference between renting forever and owning a stable home in Minnesota.

Yes, You Still Need Reserves — Here’s Why
NACA requires 1–3 months of reserves (your full mortgage payment saved). This is not a fee; it is your safety net.
NACA enforces reserves because:
-
They refuse to set you up for failure.
Payment shock is real, especially when transitioning from rent to ownership. -
They focus on long-term affordability.
Unlike many lenders, NACA prioritizes sustainability over volume. -
They protect buyers from unexpected expenses.
Reserves ensure you can weather emergencies without falling behind.
This is part of why NACA has one of the lowest foreclosure rates in the country, with signficantly under 1%.
Buyer Responsibilities: Volunteering & Civic Engagement
NACA requires two additional commitments that support its community-first mission:
✔ Five Acts of Volunteering Per Year
This can include:
-
Community service
-
Assisting at NACA events
-
Local neighborhood involvement
-
Advocacy-based activities
It’s flexible, reasonable, and designed to strengthen communities.
You must be registered to vote in your state.
This is about civic engagement, not politics. NACA’s mission is based on active participation in community decision-making.
These expectations reinforce NACA’s core belief: strong communities create strong homeowners.
The Next Step: Attend a Free NACA Homebuyer Workshop
Before you can begin the qualification process, you must attend a free NACA Homebuyer Workshop—either online or in person.
These workshops cover:
-
How the program works
-
Required documents
-
Budgeting expectations
-
How NACA counselors guide you
-
The purchase timeline
-
How outside realtors (like me) work within the program
They are free, open to the public, and no-pressure.

Once you complete your workshop, you’ll be assigned a NACA counselor and begin the qualification phase and receive your NACA ID number. You will need to provide that NACA ID number to your REALTOR®. You can also click the image above.
My Role as a Minnesota REALTOR®
I am not connected to NACA, and I receive no benefit from promoting them.
But as a REALTOR® serving the Twin Cities, Dakota County, and the broader Minnesota real estate market, I believe in programs that empower buyers—not lenders.
NACA gives families:
-
A fair shot at ownership
-
A mortgage that doesn’t punish imperfect credit
-
Long-term affordability
-
A pathway to generational wealth
I work with NACA buyers because the program works.
It is that simple.
Final Thoughts
For buyers in Minnesota—especially first-time buyers, renters, and families shut out of traditional mortgage requirements—NACA is the closest thing to a true equalizer in the housing market.
A no-down-payment, no-closing-cost, below-market, no-PMI mortgage is almost unheard of. Yet it exists, and it changes lives every day.
If you want to explore whether NACA is the right fit for your homeownership goals, I’m here as a resource. No pressure. No sales pitch. Just guidance from someone who understands both the Minnesota real estate market and how this program works in the real world.
